    У статті узагальнюються методологічні підходи до стратегічного розвитку мезоекономічних систем, що переслідують мету заощадження суспільних витрат у ході управління процесами функціонування суб’єктів господарювання різних форм власності в умовах соціально орієнтованої ринкової економіки. Наводиться класифікація та дається характеристика основних видів витрат на організацію кругообігу життєвих благ в масштабах національної економіки. Обґрунтовується визначальний вплив процесів заощадження трансакційних коштів на рівень кінцевого споживання валового внутрішнього продукту в умовах державного управління розвитком секторальної структури за реалізації моделі постіндустріального технологічного устрою системи господарювання. The purpose of this publication is to summarize the methodological approaches to definition of essence of the category “mesosystems in the structure of the national economy” and the wording of the strategic principles of management in the conditions of state regulation of development of sectoral structures for the implementation of the model of post-industrial technological mode of economic system. The transition to the model of post-industrial technological mode of economic system at the national level requires addressing the negative impact of dismantling of the institutions of centralized management of the economy. Among the means of solving the problems in a coherent institutional construction of the field mesoeconomics segment of the economy. Mesostable, forming a stable composition of participants, internal factors and the nature of the trajectory of development is the objective regulation of economic formations of mesoeconomics systems in the structure of the national economy. The list of varieties to the regulation of relations is much wider from the competition and includes various forms of cooperation at sectoral and territorial level entities in the contact form, co-production, cooperation, coordination, co-evolution, and consolidation. The expansion of the range of functional relationships, the ways of exchange of current information on the activities of the subjects, the intensity of the perspective of the intentions of their activities can be carried out towards the establishment with the efforts of power structures of different levels of competence mesosystemic groups to ensure the development and implementation of all the possible savings of transaction costs to the national economy's sustainable, balanced and effective development.

    Досліджено стан розвитку та особливості функціонування інноваційної структури в Кіровоградському регіоні в контексті необхідності забезпечення реалізації державної регіональної політики та створення системи суб’єктів, здатних забезпечити ефективне здійснення інноваційної господарської діяльності в інтересах всього суспільства. Здійснено критичний аналіз умов функціонування діючих об’єктів інноваційної інфраструктури регіону. Визначені основні напрямки розвитку інноваційної інфраструктури Кіровоградської області. The aim of the article is to study the state of development and peculiarities of functioning of innovative infrastructure in Kirovohrad in order to determine the conditions necessary for the establishment or improvement of the formation of innovative infrastructure in the region taking into account its needs and potential. The state of development and peculiarities of functioning of innovative infrastructure in Kirovohrad region in the context of the implementation the state regional policy and the creation of a system of the subjects that can ensure effective implementation of innovative economic activities for the benefit of all society have been investigated The critical analysis of conditions functioning of innovative infrastructure objects existing has been carried out. The main directions of development of innovative infrastructure in Kirovohrad region have been determined. The experience of creation and activity of innovative infrastructure of foreign countries showed the need for further systematic and coordinated action by regional state administration, regional council, district state administrations and district councils, research institutions and universities, enterprises, institutions and organizations to maintain favorable conditions for innovation development of the region through the creation of new technologies, production facilities, materials, and other high-tech competitive products, including improving the formation of innovative infrastructure in the region considering its needs and potential. It has been substantiated that these measures should be considered as a prerequisite for successful economic reform in the region.
