В.; Zaychenko, V.Мета статті полягає в обґрунтуванні дієвих сучасних інструментів реалізації державної політики, спрямованої на стимулювання розвитку процесів інтелектуалізації та цифровізації в реальному сек-торі економіки України як тенденцій, орієнтованих на зміцнення технологічної конкурентоспроможності національної економіки. Ідентифіковано чинники, що мають вплив на розвиток інтелектуалізації та цифровізації економіки України. Охарактеризовано сучасні умови, за яких формується державна політика розвитку інформаційної економіки в Україні. Представлені результати рейтингування окремих країн світу за міжнародними індексами, що враховують оцінку індикаторів цифрової економіки та суспільства знань та результати кореляційного аналізу міжнародних індексів для 20 країн світу. Визначено стратегічні пріоритети державної політики забезпечення розвитку процесів інтелектуалізації та цифровізації в реальному секторі економіки України. Обґрунтовано особливості та визначено пріоритетні сфери інтелектуалізації та цифровізації базових видів економічної діяльності в Україні. Акцентовано на загрозах на шляху цифрової транс-формації і технологічної перебудови України, які передусім стосуються неготовності суспільства до повноцінного використання цифрових технологій, низької технологічної готовності бізнесу, незахищеності даних і недостатнього забезпечення кібербезпеки держави, незрілості ринку інтелектуальної власності та ненадійності захисту інтелектуальних продуктів. На основі проведених досліджень доведено, що стратегічні пріоритети України на шляху її становлення як технологічно спроможної держави лежать у трьох площинах: 1) формування цифрового суспільства, що базується на знаннях і нових технологіях; 2) створення цифрової держави на засадах електронного урядування та електронної інклюзивної демократії; 3) запровадження цифрового бізнесу в межах єдиного цифрового ринку. The purpose of the article is to substantiate effective modern instruments for implementing state policy aimed at stimulating the development of intellectualization and digitalization processes in the real sector of Ukraine's economy as trends focused on strengthening the technological competitiveness of the national economy. Factors influencing the development of intellectualization and digitalization of Ukraine 's economy have been identified. The modern conditions under which the state policy of informational economy development in Ukraine is formed are characterized. The results of ranking individual countries of the world according to international indices, which take into account the assessment of indicators of the digital economy and knowledge society and the results of correlation analysis of international indices for 20 countries are presented. The strategic priorities of the state policy of ensuring the development of the intellectualization and digitalization processes in the real sector of the Ukraine's economy are determined. Peculi-arities and priority spheres of intellectualization and digitalization of the basic types of economic activity in Ukraine are substantiated. Emphasis is placed on threats to the digital transformation and technological restructuring of Ukraine, which primarily relate to unpreparedness of society to make full use of digital technologies, low technological readiness of business, data insecurity and insufficient cybersecurity of the state, immaturity of the intellectual property market and unreliable protection of intellectual products. Based on the conducted research, it is proved that the strategic priorities of Ukraine towards its formation as a technologically capable state lie in three planes: 1) the formation of a digital society based on knowledge and new technologies; 2) creation of a digital state on the basis of e-government and e-inclusive democracy; 3) introduction of digital business within the single digital market.Item type:Item, Обґрунтування методичних засад складання рейтингу регіонів україни за індексом технологічної конкуренції в Україні(ХНУ, 2020) Зайченко, В. Обґрунтовано важливість реалізації стратегічного пріоритету державної політики в цій сфері, пов’язаного з покращенням місця економіки України у провідних міжнародних рейтингах конкурентоспроможності економіки. Доведено актуальність застосування в цих цілях індексу технологічної конкуренції регіонів України. Обґрунтовано методику формування та інституціалізації індексу. Визначено методичну послідовність розрахунку та складання індексу технологічної конкуренції регіонів України. Сформовано систему індикаторів розрахунку індексу технологічної конкуренції регіонів України, яка складається з 3-х груп за 7 показниками. Зроблено висновок, що впровадження рейтингу дозволить визначати регіони-лідери та регіони-аутсайдери за середовищем технологічної конкурентоспроможності економіки. The purpose of the article is substantiation of methodological foundations of rating of Regions of Ukraine on technological competition index in Ukraine. The necessity to implement State policy of strengthening the technological competitiveness of national economy of Ukraine is indicated. The importance of implementation of strategic priority of State policy in this sphere is substantiated, which is connected with improvement of economic place of Ukraine in the leading international rankings of economic competitiveness. The relevance of application for this purpose in the technological competition index of Regions of Ukraine is proved. The methodology of forming and institutionalization index is substantiated. Methodical sequence of calculation and preparation of technological competition index of regions of Ukraine is determined. A system of indicators of calculation of technological competition index of Regions of Ukraine, which consists of 3 groups of 7 indicators, is formed. It is concluded that the implementation of the rating will allow to determine the regions-leaders and regions – outsider the environment of technological competitiveness of economy. Scientific novelty of the study consists in substantiation of the system of measures and means of improving the institutional environment of the technological competitiveness of Ukraine, whose elements are formed in the following areas: structure state policy, state policy measures and expected outcomes. The practical significance of the results is recommendations in relation to improvement of legal framework and institutions, oriented to innovation and technological modernization in context of strengthening of Ukrainian economy competitiveness. The principles of state policy of improvement of the technological competitiveness of the national economy are determined: technological process of state support, openness, freedom of scientific and technical creativity, support addresses and fair competition, rational balance, concentration of resources. Defined tasks of the state policy of improvement of the "institutes" and "institutions" of the institutional environment of the state policy to ensure technological competitiveness of economy, in particular, improvement of basic legislation Innovative and scientifictechnological activity; formation of legislation on the development of infrastructure of scientific and technological activities, integrated systems, implementation of joint projects; improving the strategy system and programming the development of scientific and technological activities; elimination of administrative barriers to introduction of advanced technologies; formation of positive social attitude towards innovations and technologies. The main principles of state policy for the formation of quality institutional provision of technological competitiveness of the national economy are determined. В.; Zaychenko, V.Мета статті полягає в обґрунтуванні дієвих сучасних інструментів реалізації державної політики, спрямованої на стимулювання активізації трансферу технологій та забезпечення розвитку ринку інтелектуальної власності в Україні. Ідентифіковані сучасні виклики функціонування та подальшого розвитку ринку прав на об’єкти інтелектуальної власності в Україні, пов’язані з відсутністю системи делегування повноважень і забезпечення координації діяльності відповідних установ, низьким рівнем комерціалізації досліджень науково-дослідних установ, відсутністю наукових кластерів і R&D-центрів, недовиконанням приватним сектором України завдання з його виступом провідним постачальником технологій і джерелом попиту на об’єкти інтелектуальної власності, неефективною діяльністю посередників трансферу технологій у сфері комерціалізації, поглинанням інновацій і поширенням інформації про високі технології, наявністю суперечливих регулюючих норм права на інтелектуальну власність та трансфер технологій, які містяться у нормативно-правових актах, створюють неоднозначні та невизначені умови для діяльності мостових організацій, наукових установ, новаторів і користувачів інтелектуальної власності. Визначено концептуальну конфігурацію моделі ринку інтелектуальної власності в Україні. Обґрунтовано інституційні, нормативні та фінансові інструменти активізації трансферу технологій і комерціалізації об’єктів інтелектуальної власності. The purpose of the article is to substantiate the effective modern instruments for implementing state policy aimed at stimulating the technology transfer and ensuring the intellectual property market development in Ukraine. There are identified current challenges to the functioning and further development of the intellectual property rights market in Ukraine, related to the lack of a system of power delegation and coordination of relevant institutions, low level of commercialization of research institutions, lack of research clusters and R&D centers, failure of the private sector of Ukraine to fulfill the task of a leading supplier of technology and a source of demand for intellectual property, inefficient activities of technology transfer intermediaries in the field of commercialization, absorption of innovations and dissemination of information on high technology, conflicting regulations on intellectual property rights, which are contained in regulations, create ambiguous and uncertain conditions for the activities of bridge organizations, research institutions, innovators and users of intellectual property. The conceptual configuration of the intellectual property market model in Ukraine is determined. Institutional, normative and financial instruments of intensification of technology transfer revitalization and commercialization of intellectual property objects are justified.
