В.; Vasyltsiv, T.; Mulska, O.; Zaychenko, V.Інтелектуальна власність і трансфер інновацій є екзистенційним базисом економічного успіху підприємництва, а розвиток ринку інтелектуальної власності детермінує інноваційно-технологічну конкурентоспроможність країни. Метою статті є систематизація викликів й обґрунтування інструментів розвитку трансферу технологій і ринку інтелектуальної власності. Констатовано, що найефективнішими інструментами активізації трансферу технологій і комерціалізації об’єктів інтелектуальної власності є інституційний (забезпечення чітких компетенцій у сфері інтелектуальної власності та трансферу технологій між суб’єктами ринку інтелектуальної власності, проведення системного моніторингу діяльності спінінгових організацій, узгодження прав між новаторами та фінансовими альянсами та ін.), нормативний (реформування національної законодавчої бази щодо інтелектуальної власності та трансферу технологій, моніторинг забезпечення прав інтелектуальної власності та ін.), фінансовий (забезпечення стимулів дослідникам для розкриття знань та здійснення інноваційної діяльності, надання фінансової автономії науково-дослідним установам, закладам вищої освіти та повної фінансової самостійності R&D-центрам, державна фінансова підтримка в процесі спінації, надання пільгових кредитів венчурним організаціям і стартапам).Ключовими заходами реалізації національної політики у сфері інтелектуальної власності та трансферу технологій в Україні є: розвиток інноваційного потенціалу, посилення співпраці та координації сфери досліджень і розробок з промисловістю і приватним сектором, підвищення інфраструктурних можливостей ринку інтелектуальної власності з метою активізації об’єктів інтелектуальної власності та трансферу технологій, забезпечення стимулів щодо використання системи інтелектуальної власності, сприяння комерціалізації твердих і корінних інновацій/технологій, активізація трансферу технологій, забезпечення ефективного виконання прав на захист інтелектуальної власності. Intellectual property and the transfer of innovations are the existential basis of the economic success of entrepreneurship, and the development of the intellectual property market determines the innovation and technological competitiveness of the country. The purpose of the article is to systematize the challenges and justify the measures for the development of technology transfer and the intellectual property market. It was stated that the most effective tools for enhancing technology transfer and commercialization of intellectual property are institutional (ensuring clear competencies in the field of intellectual property and technology transfer between subjects of the intellectual property market, conducting systematic monitoring of the activities of spinning organizations, harmonization of rights between innovators and financial alliances, etc. ), regulatory (reforming the national legislative framework on intellectual property and technology transfer, monitoring the provision of intellectual property rights, etc. ), financial (providing incentives for researchers to disclose knowledge and carry out innovation activities, providing financial autonomy to research institutions, higher education institutions and full financial independence of R&D centres, state financial support in the process of spinning, providing soft loans to venture organizations and start-ups).The key measures for the implementation of the national policy in the field of intellectual property and technology transfer in Ukraine are: development of innovative potential, strengthening cooperation and coordination of research and development with industry and the private sector, increasing the infrastructural capabilities of the intellectual property market in order to activate intellectual property and technology transfer, providing incentives for the use of the intellectual property system, promoting the commercialization of solid and indigenous innovations/ technologies, enhancing technology transfer, ensuring effective implementation intellectual property rights.Item Problems and prospects of the development of the particular fields of Ukrainian machine-building in the conditions of increasing international competition and globalization of the economics(ПНТУ ім. В.The article looks at the problems which agricultural and road building machine-building faces today. Our industry has the necessity of carrying out such works. Plants would use this situation. In fact, situation is different. Our manufactures has lower quality and lose in competition with foreign manufactures. Ukrainian consumer prefer foreign machines, though some kinds of domestic produce are still in demand. Our economists should study the problems mentioned, and scientists should improve the machines’ designs.The expectations for the foreign investors who will come and bring new technologies and technics as well as raise Ukrainian production are not well-grounded. After the crisis of 2008 the developed nations understood that the advanced economics which can survive periodic crises without significant losses is economically developed economics with working industrial enterprises. Ukrainian business must finance research to increase our machine quality.We see serious works by Ukrainian scientists who can give adequate results. The authors are convinced that activation of innovative activity will allow to improve its positions. Розглядається українське агро- та дорожнє машинобудування. Є попит на техніку. Підприємства мають шанс. Реально все інакше. Вища якість закордонної техніки – перемога в конкуренції, дещо з вітчизняної продукції користується попитом. Причина – мала наукомісткість вітчизняної продукції через неувагу бізнесу до НДДКР. Недофінансована українська наука має що запропонувати виробництву. Реалізація розробок покращить стан як підприємств і економіки. Рассматривается украинское агро- и дорожное машиностроение. Есть спрос на технику. Предприятия имеют шанс. Реально все иначе. Высшее качество заграничной техники – победа в конкуренции, кое-что из отечественной продукции имеет спрос. Причина – малая наукоемкость отечественной продукции из-за невниманию бизнеса к НДДКР. Недофинансированная украинская наука имеет что предложить производству.
