У цій статті описуються і розробляються окремі позиції теорії і практики до законодавчого розмежування повноважень і зобов»язань державних і приватних інвесторів у фінансовому забезпеченні інноваційного розвитку вищої школи (ІРВШ), який ґрунтується на визначенні рівня достатності фінансування, який визначається з пропорції між суспільно-необхідним рівнем державного фінансування вищої школи і приватними вкладеннями у розвиток вузівської науки та інновацій. The consensus in the high school is valued by how much we invest in human capital which is determinant of efficiency. High school is a pillar contributor to productivity growth. There is evidence that innovation is a key player in nurturing technology chan¬ge. In today’s knowledge based economy, it becomes more evident that investing in human capital has greater return for university and corporation which is more effec¬tive than that of physical assets. Simultaneously, the conceptual fundamental of hu¬man capital is based on knowledge, skills, competencies, and tools that are developed through coaching and learning activities provided by the concerned institution. This paper intend to tackle and to develop separate positions of the theory and practice of financing the innovative development of higher education (IDHE) toward the formati¬on and development of the national economy of knowledge. Furthermore, it examines the retention of the increased globalization of higher education, while state financial obligation is in decrease, which leads to greater distinction among universities in res¬pect of financial support and security. А.The subject of the paper reveals the prospects of adopting the foreign experience to regulate the social development of human resources in Ukraine. In the global economic crisis, according to researchers, human resources should become the basis of the country's competitiveness on the world stage. Human resources accumulate skills, as well as they are mobile and adaptable to new challenges. By the author the definition of social development of human resources as a driving factor in strengthening the social welfare is presented, the main factors, which influence on it are identified and the mechanism of social development of human resources is presented. In paper the comparative analysis of the level of human resources development in Ukraine and other countries is conducted by the author. The position of Ukraine in the world ranking of human resources development was studied. Along with this, the Ukraine's place in the world ranking was determined by such indicators as: Human Capital Index, Quality of Life Index and the Legatum Prosperity Index. The author also identified the main weaknesses that hinder the achievement of efficiency in human resource management in general. The main vectors to which the state policy on human resources regulation should be directed were found out, and possible consequences of the global pandemic impact on further development of the state economy were highlighted. The tendencies of the global labour market were clarified and it is emphasized that in the economic crisis for the forming and development of human resources, in addition to overcoming the above problems, the state needs to strengthen influence on domestic enterprises to save workplaces. В.The purpose of the article is the study of health capital as the basis for the formation of human capital. The authors consider health capital as a new factor in economic growth in modern conditions. It is concluded that there is a high risk of a shortage of health capital due to high mortality, low fertility, and low life expectancy. There is also a shortage of investment in health care. The regional features of the development of the health capital of Ukraine in modern conditions are analyzed. The existence of regional differences in the formation of health capital is proved. The inconsistency of regional and national interests regarding the strategy of state regional policy is revealed. It is concluded that regional priorities should be such as to save and increase the health capital of health.Item Exchange rates: the influence of political and economic events. О.The objective of the article is to study the influence of political and economic factors on the situation on the world foreign exchange market, substantiate the importance of fundamental analysis in forecasting currency rates. The concept and mechanisms of functioning of the world currency market, its assets and specific features in comparison with other financial platforms are considered in the article. The need for special attention to fundamental analysis during the periods of global political and economic events is grounded. Based on the analysis of the dynamics of the leading world currency pairs in recent years, the period from October 2016 to April 2017 was chosen for an analysis because that period is full of significant events in the world political and economic arena, which are powerful levers of the traders’ behavior, and hence the direction of the dynamics of key currency pairs. These events are as follows: • presidential elections in the USA; • two increases of the Federal Reserve rate; and • the policy of the European Central Bank, aimed at stimulating inflation. It is substantiated that using the fundamental analysis makes it possible to assess the trend and scale of changes in the rates of the world currencies, and in combination with technical analysis is an integral tool for successful trading and forecasting the dynamics of currency pairs. The theoretical basis of regulation of PPP in the social sphere of the national economy (SSNE) is disclosed, the essence of which is defined as an effective model of the project association of financial and organizational resources of stakeholders for the purpose of satisfying the expanded range of social needs of the population and improvement the level of their satisfaction by increasing the production of goods and providing the social services as a material condition of the reproduction of the ability of each individual for a long time to act as a creative element of innovative systems, flexible consideration of the peculiarities of the functioning of the humanitarian service sector of the post-industrial knowledge economy. В.The paper is devoted to the research of the state of lifelong learning in contex conditions of formation of innovative-oriented model of economy. The introduction outlines the importance of knowledge and innovation, the role of high-tech technologies in the processes of working activities of employees in formating of human capital of the country. The next stage was the research of scientific papers by the issue of lifelong learning. The aim of the paper is to continue the previous researches about the importance of lifelong learning for the employees, enterprises and countries in general and to put forward the hypothesis about the impact of lifelong learning on the innovative processses in current conditions of economy's development. In the paper a descriptive method is used - to disclose the existing information about lifelong learning, a graphical method - to demonstrate the constituent elements of the system of lifelong learning in conditions of development of innovative integrated structures and economic and mathematical modeling - to establish the relationship between lifelong learning, the global innovation index and indicator of state of cluster development of countries. In the paper the above-mentioned indicators of European countries of 2016 were analyzed, the source of which were the statistical information of international materials, in particular: Eurostat, Global Competitiveness Report and Global Innovation Report. Стаття присвячена дослідженню стану безперервного навчання в контексті умов формування інноваційно-орієнтованої моделі економіки. У вступі викладено вагомість знань та інновацій, роль новітніх технологій в процесах трудової діяльності працівників у формуванні людського капіталу країни. Наступним етапом було дослідження наукових робіт з проблематики навчання протягом всього життя. Метою статті є продовження попередніх досліджень щодо аспекту вагомості навчання протягом всього життя для працівників, підприємств та країн в цілому і висунення гіпотези щодо впливу навчання протягом всього життя на інноваційні процеси в сучасних умовах розвитку економіки. В процесі написання було використано описовий метод, щоб розкрити наявну інформацію щодо безперервного навчання, графічний метод, щоб продемонструвати складові елементи системи безперервного навчання в умовах розвитку інноваційно-інтегрованих структур та економіко-математичне моделювання, щоб встановити ступінь взаємозв'язку між навчанням протягом всього життя, глобальним індексом інновацій та показником стану кластерного розвитку країн. В.; Заярнюк, О. В.The article presents the study of the motivational factors of the influence on the formation of staffing potential of higher education in Ukraine. On the basis of the study, the concept of "staffing potential in higher education" was grounded. It plays an important role in mainstreaming of innovation activity, while staff motivation is the main tool for ensuring its effective formation and rational use. Specific features of the motivational sphere of the teaching staff were established. They disclose themselves in the direction of professional motivation for the meaningful characteristics of labour activity. It has been proved that the task of developing an effective practical tool for the influence of motivation on the formation of the staffing potential in higher education should be addressed at all levels of the economy. І.The intensification of the implementation of the latest management technologies at all levels of the economic system requires the diversification of existing practices and institutional forms, revealing the fundamental heterogeneity of the economic environment for the production and commercial activities of a construction company. The rapid development of technologies, large-scale globalization, innovation are the determinants of the transformation of existing methodologies for managing economic systems by incorporating the imperatives of modern concepts, which will contribute to the formation of an effective mechanism for increasing the efficiency level of production and economic systems based on the digital economy. The development of a digital interaction format and its coverage of the vast majority of investors and recipients significantly expands the ability to implement the investment process in the innovation sphere by reducing transaction costs, increasing competitiveness, and ensuring the ability to involve small and medium-sized companies in innovation activities. Thus, the main task of the study is to analyze the investment support for the digitalization of the economy in the context of international economic relations. As a result of the study, current trends and prerequisites for investment support for the digitalization of the economy in the context of international economic relations were revealed.
