    The influence of open source on the quality of education

    Aim of this article is to analyse the impact of Open Source on the quality of education. The article discusses main trends in development of Open Source, its application, benefits and drawbacks of exploiting the approach with regards to education, and the potent of Open Source to change the traditional tertiary education. Openness contributes to emergence of a more available and competitive higher education system, with the ability to improve access to learning materials and their development in conformity with regional particularities. Development of Open Education has initiated a significant global shift in the area which complements and diversifies the forms and methods of learning. Мета статті полягає в аналізі впливу ресурсів відкритого доступу (Open Source) на якість освіти. У статті розглядаються основні тенденції розвитку відкритих ресурсів та їх застосування в галузі освіти, переваги їх використання та як вони змінюють традиційні освітні процеси. Відкритість сприяє формуванню більш доступної та конкурентної системи вищої освіти, з потенціалом для поліпшення доступу до освіти, її розвитку відповідно до регіональних особливостей. Розвиток відкритої освіти ініціював значні глобальні зміни у системі освіти, які доповнюють і диверсифікують форми і методи навчання.

    У статті розглянуті сучасні підходи оцінки якості освіти у вищих навчальних закладах та зарубіжний досвід впровадження передових методів управління якістю освітніх послуг. Метою даної статті є дослідження необхідності та визначення особливостей впровадження сучасних підходів до управління якістю підготовки спеціалістів У ВНЗ України. Modern approaches to the quality education evaluation in higher educational establishments are considered in this article. Besides, foreign experiences of applying of advanced methods of educational services quality management are investigated. The objective of this article is a research of the necessity and the determination of peculiarities of application of new approaches to the quality of specialists’ training management in higher educational establishments of Ukraine.

    У статті аналізуються можливості жінок порівняно з чоловіками в питаннях зайнятості, оплати праці, соціального захисту, доступу до освіти, участі в управлінні. Викладено рекомендації щодо подолання гендерної нерівності на регіональних ринках праці. The article analyses women’s potential as compared with men’s one in issues of employment, remuneration of labour, social protection, access to education and management. There have been set forth recommendations as to how to overcome gender inequality on regional labour-markets.

    Тенденції розвитку діяльності з надання освітніх послуг іноземним громадянам у ВНЗ України

    В роботі досліджено сучасний стан та тенденції розвитку ринку освітніх послуг для іноземних громадян. Визначено основні країни-постачальники студентів в Україну, перспективи розвитку співробітництва з деякими регіонами світу та окремими країнами. Розроблено науково-практичні рекомендації стосовно активізації діяльності держави та вітчизняних вищих навчальних закладів у сфері надання освітніх послуг іноземним громадянам. In this research the current status and trends in the education market for foreign citizens are investigated. The main countries supplying students in Ukraine and prospects of co-operation with some world regions and countries are identified. The scientific and practical recommendations for activity activation of our government and domestic higher educational establishments in the field of educational services providing to the foreign citizens are suggested.

The article is devoted to the intellectual resources of the region. We evaluated of the intellectual resources of Kirovograd region. Particular attention is paid to the problem of inefficient use of intellectual resources of the region. We offer ways to improve their use.

    Інноваційний розвиток соціально-трудового потенціалу: аналіз, тенденції, перспективи

    У статті обґрунтована необхідність інноваційного розвитку соціально-трудового потенціалу. Визначено рейтинги України серед країн Європи за основними показниками інноваційної системи. Проведено моніторинг економічно активного населення за показниками «освіта та людські ресурси». Визначено шляхи покращення стану соціально-економічного розвитку країни через поліпшення освітньо-кваліфікаційних характеристик населення, інноваційне використання накопиченого освітнього та наукового потенціалу в реаліях інформаційного суспільства та економіки знань. The position of Ukraine was reted among the European countries for the main indicators of innovation system.Carried out monitoring of the economically active population in terms of "education and human resources." Ways of improvement of the socio-economic development by improving the educational qualification of the population, innovative use of accumulated educational and scientific potential in the realities of the information society and knowledge economy. Key words: social and employment potential, innovative development, education, educational and skill characteristics, information society, knowledge economy.

    Шляхи розвитку освіти в умовах становлення інформаційного суспільства

    В статті визначено, що в умовах становлення інформаційного суспільства основним принципом розвитку освіти є її безперервність. Обґрунтовано, що розвиток нової парадигми освіти реалізується через механізм інформатизації освітянської сфери. Виявлено основні цілі, завдання та пріоритетні напрями інформатизації освіти. Обґрунтовано вплив реалізації пріоритетних напрямів інформатизації освіти на формування інформаційної культури та інформаційної компетентності всіх учасників освітнього процесу. The purpose of the article is to determine the priority of the principles, objectives and directions of development of information education sphere as a mechanism to form a unified educational information environment, information culture and information competence of all participants in the educational process. The article states that in the conditions of information society the basic principle of education is its continuity. Proved that the development of a new paradigm of education is realized through the mechanism of informational educational sphere The basic goals, tasks and priority directions of Informatization of education. Influence of implementation of priority information education on the formation of information culture and information competence of all participants in the educational process. Determined that the computerization of the educational sphere will contribute to the development of open and distance education. It was established that the modernization of education based on information technology training will ensure formation of a single information-educational environment. The study has been proved that in a transformation of information into a strategic resource that determines the development of the individual as well as society in general, a priority of reforming education informatization is as a mechanism to realize the principle of continuity of education, improving information culture and information competence of individuals and enhance access to education and improving its quality.

The article is devoted to the scientific views of evolution of development of the system of the professional training of workings personnels in Ukraine. The different of the stages of evolution of development of the system of the professional training of workings personnels are analysed. Directions of improvement of its scientific generalization and subsequent study of experience of the experience of vocational education.
